Windows Cannot Access The Specified Device, Path or File.

Recently when we try to run an exe file on our Windows 2003 servers, we are seeing the following windows prompt

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

For some reason, it is preventing us from running the exe file. We have checked the permission on the file and the account. It is an administrator account with full rights to the file. Searching through the web, some users suggesting to uninstall the Internet Explorer Enhanced Security component and some to add the server path into the Trusted zone within IE. This shouldn’t be our case because on another server with the exact same setup, we didn’t get this warning when running the same executable file.

One solution did work for us, was to click on the ‘unblock’ button under the properites page of the executable file.

We still haven’t figure out why all of a sudden Windows is blocking this type of files.
